The Cloud is not only a workplace, but also a place of residence. The Cloud is a huge corporate giant that has already swallowed a large part of America's economy, and Paxton never thought he would ever work here. And even less that he will be moving into one of Cloud's boarding facilities. However, compared to what's left of the world outside of the Cloud, this option doesn't seem so bad.
