At the beginning of each turn, you can update the cards in your hand by discarding old cards and drawing new ones. After that, you can all put in the cards representing all the goods corresponding to the color of your merchants. Of course, the papers are secretly put in the bag, and after that you can decide whether you lie to the sheriff or not.
